UKFJB Rules - Version April 2011

 

NUMBERS

(a) Minimum of 16 excluding Banner Party/Shield/Flags/Pom Pom/Mini Mascot/Baton/. Loss of one point per member less than 16, penalty point to come off the penalty column. Rear Guard is an optional extra and will be judged as an individual, and will be included in the Head Count.

(b) Minimum of 9 kazoo's, Loss of one point per member less than 9.

(c) Less than two participating side drummers not judged as Drum corp.

(d) If penalty is incurred in (b) then no further (double) penalty is incurred under (a). However if a band has 6 kazoo’s and still under 16 marching members, usual penalty applies.

(e) First Aider must be designated in each band and cannot be a competing marching member on the day, people to be made aware of who it is, i.e. Identified at Head Count, UKFJB First Aid Pass must be carried at all times. 1 Point penalty per

missing ID pass.

(f) All U.K.F.J.B. Passes must be attached to marching member at Head Count and Display Assembly point. One point penalty for each missing I.D. pass, but will still be allowed to march.

Example

Band has 6 kazoos therefore, incurs 3 penalty points.

If you add the 3 penalty points to the other qualifying marching members and the total is 16 then you do not deduct further penalties. However if the total is less than 16 further penalties will accrue.

 

DIVISIONS

Mini Mascot 8 years and under of current year.

Baton Carrier 8 years and under of current year.

Mascot 12 years and under of the current year.

Rear Guard Any Age

(Will be judged by their own judge, Clarification mace carriers allowed to march in single file.)

Flag/Shield/Pom Pom 16 years and under of the current year. Special dispensation ID Pass for members, request must come through the Region. Must march in minimum ranks of 2's and cover off outside files for Parade and Arena March.

Any band that wishes to enter this section.

Disqualification for false declaration.

Bands can choose Division section providing age category correct, but must compete in the current World Championship Finals in the category they qualify in at the beginning of current year. Exceptions can be made providing this is brought to a Full Delegates Meeting.

 

 

 

 

DISCIPLINE

(a) Use of instruments/equipment off the arena is strictly forbidden. Ten (10) point penalty, (circumstances will be taken into consideration ).

(b) In the event of any serious nature occurring within the Movement, this includes abuse of any substance. No alcohol allowed on the field or on buses. No one under the influence of alcohol allowed on the field or buses, The offenders or anyone involved in the offence will be immediately suspended, action taken on the day will be clarified by the Executive Officers on written complaints into U.K.F.J.B. Office.

 

INSTRUMENTS

(a) Kazoos, Drums and Other Percussion instruments.

(d) Any Marching member playing more than ONE instrument must be judged for BOTH. (As per rule for each instrument played) but will only be included in Head Count ONCE

(e) Any side drums without snares to be judged same as Tym Toms.(i.e. Timbals etc.), with exception of Tenor drum which will still be judged as an individual section. Any instruments attached to a drum will be judged as part of the drum.

(f) Any instrument that is enhanced by electrical or mechanical means is not allowed.

(g) Whistles will not be allowed throughout the competition with the exception of Time whistle.

(h) Anyone under the age of 18 years MUST have parental written

permission to carry any slung or harnessed instrument. Any one pregnant under the age of 16 years cannot march for any band.

Anyone over the age of 16 years cannot march on a slung or harnessed instrument who is pregnant, but can march in other sections.

 

PREAMBLE

(a) Allowances will be made for children who are genuinely ill during the competition. Deduction of one point penalty per missing member if proved otherwise

(b) Sick notes can only be handed to Referee, person sick must be fully identified on note and must be handed to Referee prior to competition. Common sense to prevail.

(c) STANDARD OF DRESS CODE U/K JUDGES. Shirt/Blouse White, Trousers/Skirt Grey or Black, Jacket/Cardigan Black, Tie/Neckerchief UKFJB Logo Grey and Red, Blue.

(d) Parade must be arranged on road in built up area wherever possible and suitably marshalled.

 

 

COMPETITION RULES - (PENALTIES )

PREAMBLE

(a) The band that is inspected for “Dress” must be the band that competes in the Parade and Arena competition with the exception of Marimba’s or similar which can be substituted by a lighter instrument for Parade. Marimba or similar may do the Parade without their instrument and harness, but must wear them for Dress Inspection. ( 3 point penalty ).

(b) The competition will be in 3 parts - Dress - Parade - Arena.

 

 

 

 

DRESS

(a) Bands must be in position at time stated and ready for Dress Inspection with number displayed at front of band. Deduction of 2 points for keeping judge waiting.

(b) Bands to be dressed from front to back and judged for cleanliness and presentation. Sections to be uniformly dressed with the exception of Identity markings, worn by Mace carriers, Lead Kazoo, Tipper drummer, designated Flag, Shield, Pom, Baton, Rear Guards. Timing 2 minutes.

No Make up or jewellery allowed, with the exception of rings that cannot be removed from the finger wedding and engagement rings, one pair of small studs or sleepers allowed to be worn in ears, No elastoplasts will be accepted, while in uniform at any UKFJB competitions, half point penalty for each item. No one allowed to wear jewellery or makeup on presentation, and will not be allowed to go in the trophy draw.

(c) Dress errors to be pointed out to Leader or designated marcher, but not to be discussed until end of 2 minutes time. Anything pointed out by the Dress Judge may be removed by hand by the Leader or Designated marcher

 

PARADE

(a) 1 point penalty for each part of band unable to be judged because of supervisors obscuring same.

(b) 1 Point penalty for each observation of supervisors instructing or talking to band while on Parade and Display. (Judge will note this on sheet).

(c) Band on parade must be kept clear of obstructions i.e.

supporters, followers. ( 1 point penalty ).

A maximum of four escorts and one First Aider to be permitted on the

road.

(d) Band will be judged by two Marching and two Music judges.

(e) Leader to instruct band to bring in Road Music at the board. Judges to use common sense

(f) Band failing to play two different tunes at designated places will lose 5 points. (Judge will note this on sheet), Penalties to come off Music Score.

(g) Bands failing to play Music within designated area’s at any judge, 25 point penalty to come off Music score. (Judge will note this on sheet).

(h) Band must be in marching order on the road. (3 point penalty to be taken off penalty column)

(I) Flags, Mini Mascot, Shields, Pom Pom, Banner, Baton, not to be judged as part of band.

(j) Two Marshal’s to be nominated on the road and given authority by Referee of the day, to control bands when necessary.

 

CLARIFICATION MINI MASCOT, FLAG, SHIELD, POM

POM, BATON CARRIER, REAR GUARD

If Mini Mascot, Flags, Shields, Pom Pom, Baton Carriers, Rear Guards are in rank with percussion or kazoo section, they will be marked as part of the band. If ranked up on their own, they will not be judged on parade.

Banner party must consist of a minimum of two carriers.

 

 

 

MUSIC ON PARADE.

Leader to instruct band to bring in Road Music at the board

Whole kazoo section must play piece of music, i.e. two verses or one verse and chorus or medley consisting of two tunes to be judged. A different tune must be played for each judge. Kazoo control will not be judged on the road.

 

DEFINITION OF MARCHING ORDER ON PARADE AND

FIELD MARCH.

Kazoo section must march in minimum ranks of 3's, a minimum of no more or no less than 1 arms length apart, odd members may cover off any file, compulsory arm swing with FULL extension above waist height and to rear with the exception of Raising and Lowering kazoo’s for Music. Must be of consistent height throughout Parade/Field

March.

Mace carriers, consistent arm swing with FULL extension above waist height and to the rear, with the exception when in Mace Manipulation. If mace carriers break their marching rule on Parade,

3 point penalty off the band score, On Field March the 3 point penalty will be deducted from their own scores.

 

PERCUSSION SECTION

Percussion section to march in 2's or 3's, odd members may cover off any file. A minimum of 1 arm’s length apart. If in ranks of 2, they must cover off outside file.

No single file marching allowed, with exception of Bass Drum and odd member, arm swing optional. No shoulder to shoulder marching allowed. (3 point penalty to be taken off penalty column)

 

 

DISPLAY & FIELD MARCH

ARENA

Arena Size 37 metres x 37 metres where possible.

CIRCUIT

Arena March must be as close to the ropes as possible. The whole of the band must do Field March conforming to the marching formation laid down for Parade, and must return to the point where started from to complete arena march.

(Clarification, maximum of one arms length or one file from the ropes.) Arena judge is responsible, must communicate with Time Keepers/Shape counters to ensure the band does compulsory circuit of arena. 3 Point penalty off arena marching score.

Mace carriers must do full arm swing with exception of when using mace, 3 Point penalty off own score.

MUSIC

Each tune will be defined by the raising and returning of the kazoo’s to rest position.

Whole kazoo section must play a minimum of 5 nominated pieces of music, i.e. 2 verses or 1 verse and chorus, or medley of 2 or more tunes, while entire band is on the arena.

(All kazoo’s must be raised and returned to rest position, for the playing of music in minimum of 3’s).

Odd members will be accepted, half point penalty for each one not conforming. This is Display Judges responsibility.

Lead kazoo will be judged for 5 nominated pieces of music which he/she must play sufficient introduction or any part where they play solo to be judged, minimum of one line of music.

Drummer or drummers playing too loud during music will be faulted and taken off drum section score, half point penalty. (Music judge to inform drum judge).

Officials to be responsible for the list of music to be handed to music judge prior to Display, if there are more than 5 tunes played and no list given, the first 5 tunes played will be judged.

Penalties: kazoo section, 5 point penalty for every missing nominated tune to be taken off music score.

Lead Kazoo: 5 point penalty for not leading band into any of 5 nominated tunes.(minimum of one line of music or sufficient to be judged).

Lead kazoo to be judged separate from their section when playing solo and faults to be deducted from their own 25 points. If a band member has crossed the exit line before the kazoo is returned to rest position signifying the end of the nominated piece of music, then the music has not been completed while the whole of the band is on the arena.

If a band is playing the nominated piece of music before the whole of the band is on the arena, the same definition and penalty applies. (5 point penalty per tune off music score).

 

 

TABLEAUX/Shapes

All bands must do a minimum of 10 different shapes and these shapes must be clearly defined and named on paper and the shape on the arena must correspond with the named shape and joined up.

No kazoo movements whilst entering and performing shape.

No moving shapes, and all shapes must be no more or no less than one arms length apart and must be held for a minimum of 6 beats or 3 seconds, must march a minimum of 8 steps in and must march a minimum of 8 steps out, arm swing is optional when shape is fully formed but feet must be raised above ankle height. Spacing must be uniformity when in shapes. One point penalty for each

missing shape, to be taken off penalty column.

 

TIMING

Bands must do twelve minutes Display time, which must have a minimum of ten minutes movement, and allowed two minutes static time, (full arm swing and feet moving with exception of Music where they may stand static and in shapes where arms may stop and feet raised above ankle height) two minutes entertainment and one and a half minutes at the end to get off the arena. There will be a whistle for the start of the Display when entire band is on the arena, a whistle to signify the 12 minutes, a whistle to signify the 14 minutes, a whistle to signify the end of Display when the entire band is off the arena. Maximum time on arena 15 minutes 30 seconds.

Timing penalty, one point per minute or part of to cover all Timing Rules, (over and under in Display and static time).

 

 

Entertainment 2 minutes /Work Rate Judges,

There must be a minimum of three and maximum of five judges on the arena, one judge should be on the Shape table at an elevated position, each judge will build up a score to the maximum of ten which must be accounted for on their sheets. These judges can be used out of the fault finding judges providing they have not judged any section that comes in the overall score where possible, i.e. banner, flag, shield, pom pom. Drum section incidentals, mini mascot, mascot, band major, bell lyres

maybe used. Road Judges can be used if necessary

The only Rule which applies to this 12 minutes to 14 minutes, no

acrobatics, no whistles.

 

FLAG, SHIELD, POM POM, BATON CARRIERS

Any number of Flags, Shields, Pom Poms, Baton Carriers can march with the band, but the trainer has the option to designate the number to be judged.Identity marking to be worn.

Flag,Shield,Pom Pom, Baton Carrier, if on their own, can march in single file.

On all kazoo music, Banner/Flag/Shield/Pom Pom must have compulsory movement of their equipment, (Relevant judge to deduct 2 points per tune off their score).

 

 

 

ENTRANCE AND EXIT OF ARENA

If no Leader present to lead band on and off arena. (3 point penalty to come off band score)

Leader must lead band on to arena as soon as the band is announced, only necessary beats to achieve marching stride allowed prior to entry.

If band has not attempted to take the arena within 30 seconds, the static time watch will be started.

Leader must lead band off the arena, only necessary beats to bring the band to halt allowed. If band continues to play unnecessary beats after leaving the arena, the static watch will be started.

If a band does not enter in Full marching order, they will be judged by the Display judge until such time that they go into Full marching order.

Bands not in position 5 minutes prior to entry will not be allowed to compete. It is Band Officials responsibility to keep an eye on competition draw so that they are there on time.

Band official is to be responsible for supplying named shapes to the shape judge before the band enters the arena. (10 point penalty for missing drawing of named shapes). As long as the 10 different shapes are adhered to, there is no reason why bands could not do synchronized movements other than marching whilst in Display formation.

Where there are synchronized movements there must be uniformity of movement, they must be carried out in minimum groups of 3's, which must be a minimum of 1 arms length apart. (one half point penalty per non participating member). Acrobatics are outside the Rules of the Federation and will not be allowed at any Time. Penalty one point per participating member.

Only one Leader, one Mini Mascot, one Mascot, one Band Major, one Bass Drum, can be judged where there are more than these, the appropriate judge must be informed by the trainer before the band enters the arena. All others will be judged as part of the band or as part of the section they represent. Kazoo control to be faulted by both Display judges in Display, by Marching judge in Marching formation. Raising and returning of kazoo’s in minimum of 3's

 

DRUM SECTION

Drum section, Bass drum, and all percussion incidentals will be judged for Rank, File, Deportment, etc., by the Field Marching judge on Field March. Field March judge will continue to judge these sections throughout the entire Display on a separate sheet. These faults will be deducted off the individuals playing ability score to achieve their own score, except when they are in Shape formation with kazoo section, where they will be judged by Display judges. They will be judged by their own judges for playing ability only, throughout the Entire time on the arena.

Drum Corp, a minimum of 2 participating side snare drummers and 1 Bass drummer.

Side drums will be judged separate to Bass Drum.

Lead tipper to be judged separate from their section when playing solo and faults to be deducted from their own 25 points. (Clarification)Lead tipper must play sufficient solo on their own to be judged as lead

tip.

If only one drummer, they will be judged as Lead Tip only and

not as part of a section.

 

BELL LYRE

Caribbean drum to be judged as part of Bell Lyre section.  Bell Lyre will play a minimum of three tunes, they will not be judged if they play less than three tunes.

Field Marching judge to take into consideration Deportment when carrying these heavy instruments.

 

TENOR DRUMS/MINI MASCOT

Tenor drums/ should be judged on style, deportment and work rate, score out of 25

Mini Mascot judged on Work Rate only to justify score. Advisory comments and score. Referee to brief judges on both.

 

EQUIPMENT

Dropped or displaced equipment / instruments / articles of clothing will be penalised.

This applies only to the twelve minutes Display time, All equipment/ instruments / articles of clothing can be handed back or replaced. Half point penalty per item by appropriate judges.

 

I. D. PASSES

All ages must be on marching members I.D Passes. Band Secretaries to be responsible for updating UKFJB I.D. pass and to ensure the member is recognisable from their UKFJB I.D pass. First Aid pass is not accepted for marching I.D. pass. There will be a charge of 50p for first UKFJB I.D.pass, charge of £1 for second UKFJB I.D. pass. No charge for updating UKFJB ID pass on reaching the age of 18 years.

ID Passes lost only will be charged £2. No person be allowed more than one I.D. pass with the exception of First Aid pass. Spot checks to be made on UKFJB passes. UKFJB passes to be carried at all UKFJB events, and worn at Head Count and Display assembly point.

Request for ID passes to be made in UKFJB Office, at least 14 days prior to competition.

 

JUDGING CATEGORIES

1 2ND TOTAL & WINNING BAND TOTAL

To consist of: 1 Dress, 2 Parade Marching, 2 Parade Music, 1 Arena Marching, 1 Arena Music, 2 Display judges, penalties.

In the event of a tie, trophy will be awarded on Overall Total.

OVERALL TOTAL

To be used in the event of Tie: 2nd Total plus Leader, Bass Drum, Drum section.

TIME

To be used in the event of tie on 2nd Total and Overall Total, Qualifying band will be determined by time on Arena. If more than one band wins in first or second place the two trophies go to them according to the overall score and the next place is not announced. No more than three bands announced unless in rare circumstances.

 

OTHER CATEGORIES

Leader,/ Band Major,/ Mini Mascot/ Mascot,/Batons,/Lead Kazoo,/ Bass Drum,/ Drums,/Tip Drum,/ Tenor,/ TymTom/Bell Lyre and Caribbean Drum,/ Cabassa,/Maracas,/Tambourine,/ Cymbals,/ Banner,/ Flag,/Shield,/ Pom Pom, Rear Guards, Baton Carriers.

In the event of a Tie, trophy for these categories will be awarded by Lottery System. Certificates will be given to the remainder of the winners (if finance available). Best band, Display, Music, Marching will also be announced.

 

NOTES

Any member under the age of 16 years old who becomes pregnant, is not allowed to march.

Any member over the age of 16 years old who becomes pregnant, must sign a Disclaimer form to exonerate all responsibility from any UKFJB member if they continue to march, can not march on a slung or harnessed instrument, but can march in other sections. They will solely be responsible for themselves and their unborn child, also if they continue to march, no allowances or sick note can be given to the Referee.

 

RESULTS.

On presentation No smoking, eating, wearing jewellery or make up, I pods and electrical devices or alcohol allowed while in uniform. Soft drinks will be allowed only on length of presentation.

Penalty If the offender is spotted by one of the Top Table, to go to one of the band committee and ask for the offender to be removed from the arena.

Judges sitting on the arena for presentation are not allowed to smoke.

 

WORLD CHAMPIONSHIPS

All bands must compete in a minimum of eight competitions in a season, bands must attend compulsory 4 competitions run under Full UKFJB Rules with suitable Road March. Bands must attend 6 competitions prior to the World Championships and 2 beyond the World Championships, all must be evident, (ie. Master sheets to be sent into UKFJB office so bands can be graded). Bands to register who wish to attend the World Championships by the beginning of the season.

 

 

Penalty for not attending 8 competitions in the season, band will not be allowed to attend World Championships until they have complied with the above rule. A Regional Officer to be in attendance. In circumstances beyond their control, Regional Officers can delegatean officer to replace them. In the event of exceptional circumstances, bands may attend outside their own Region but only with the permission from the Regional Officers. Regions to be flexible so that the band is being looked after without the bands taking advantage of their own Region. If any band attends either of the two UKFJB run events at the beginning of the season, they may call on these in extreme circumstances with permission from their Region to use at the end of the time allotted. Regional Officers to notify the UKFJB Office that these can be used.

 

Judges must register with the UKFJB before the 1st February, they must judge a minimum of six competitions before the World Championships, at least four domestic competitions in their own area, four must be under UKFJB Rules.

 

JUDGING CATEGORIES

1 Dress, 2 Marching on Parade, 2 Music on Parade, 1 Field March, 2 Display, 1 Music Judge. 1 Leader Judge, 1 Mace Judge, 1 Drum Judge, 1 Bass Drum, 1

Incidental, 1 Banner/ Flag/ Shield/ Pom pom. Entertainment 3/5 judges. Can use any judges for Entertainment that are not in 2nd Total, and one judge should be on the Shape table at an elevated position, (where ever possible).

Bell Lyre judge, will accept Music judge to judge this category, 2 Shape counters, 1 Time, 1 static. Judges for main categories to be rotated in consecutive annual

competitions (where ever possible).

All UKFJB competitions to have more than two scrutineers checking scores in liaison.

1) Any marching member leaving their current band between 30th November to 31st January will only be allowed to make one move between those dates, but will be allowed to go back to their original band after that move. This will only be allowed

between 30th November and 31st January, any member leaving their current band between 31st January to 30th November is not allowed to go to any other band, attend practises or travel with any band.

2) Any marching member leaving their current band must pay any outstanding monies and return all equipment within a calendar month. If not paid will not be allowed to march or judge for 12 months from the date debts are paid.

3) Exceptions to be allowed in the case of moving to entirely different area or if their present band disbands.

4) Committee, each member of the band’s committee must sign to confirm that they agree to be a member of that committee and a copy of each band’ s committee list with signatures to be sent into the UKFJB Office prior to the UKFJB AGM each year andaccordingly updated.

5) All Officers/Committee/Trainers etc leaving their present band cannot attend practise/travel with another band or judge for a full 12 months after leaving their current band or 12 months from the date any outstanding monies are paid.

6) Anyone who is put off the committee of a band should have the right to be heard in their own rights, both sides to be heard by Executive Officers and each individuals situation to be heard and taken on their own merit whether they should have to conform to this rule.

 

7) Secretaries Duties, All band secretaries should retain ID passes when members leave band and then return them to UKFJB Office. When a member leaves a band the secretary should write and inform them of any monies, equipment outstanding, then from the date of the letter sent within the month of leaving, they have one month to settle outstanding monies or return anything outstanding, if not done within a month of the letter, then 12 months ban comes into place, also ID passes to be returned to the UKFJB Office and if anything outstanding, then the office should be made aware of the date the letter has been sent out to the member, failure by the band secretaries to inform the UKFJB office would render any future payment for money be null and void

 

DISCIPLINARY

If a disciplinary is held against a band and it is decided they are to be suspended for a period of time, then that should fall during the open season (competition season) and not the closed season. Those responsible to be suspended for a minimum of four competitions depending on the severity of the misdemeanour.

Retirements may be announced only at the UKFJB Jamboree, (time permitting).

If a band has a complaint about anything at a competition, it should be in writing to the Referee of the day and not argue about or discussed on the arena, then Referee has the option to invite them somewhere quiet.
